Problem:
This computer is not configured correctly.  It is configured to use
"192.168.0.250" as a ClearCase license server, but that computer is not a valid
license server.
Recommendation:
Ask your ClearCase administrator which computer is acting as the ClearCase
license server. Then run the ClearCase applet in the Control Panel on your
computer to specify the appropriate license server.

楼主首先确认自己得License server配置好了没有?
你得客户端是不是正确得指向了License Server?

哈哈 我解决了，就是license key 没有。
解决办法：
找了个ClearCase 2003 License Generator.exe 生成license key；
复制到 cc的控制面板licenseing 下的选择第二个选项 下的框框里面；
确定 后重启服务器；
在客户端licenseing 选择选第一个选项 指向 做服务器的电脑。
