Quantitative Management – How Much and How Long is Enough?

Lead appraisers spend a fair amount of time answering the questions, “How much is enough?” and “How long must it be performed?” Such questions arise from a variety of sources – from clients, from appraisal team members, and from within ourselves. ATLAS now poses a similar set of questions as they related to quantitative management. Although your “Yes/No” responses are important, your comments are vital to understanding your perspective. Thank you in advance for sharing your non-attributable insights with the lead appraiser community.

1. For the past 6-9 months, a strong ML3 organization has been employing CAR-like techniques to stabilize two business-critical, defect-related subprocesses that span the development life cycle. Marked improvement in both process stability and process performance has been achieved over this period as evidenced by a significant reduction in the mean and standard deviation of both subprocesses.
The organization recognizes that some of the improvement evident in their data is due to removing the “noise” from their previously uncontrolled processes. However, the 200 defect-related data points analyzed over the last three months clearly demonstrate that the subprocesses are both stable and capable.

If a SCAMPI Class A appraisal were to be conducted today, do you perceive that they could be appraised:
A. CL4 in VER despite the short duration of stable and capable subprocess performance?_____ (Yes/No)
B. CL3 in CAR based on the use of root cause analysis to achieve process stability? _____ (Yes/No)
C. CL3 in OPP despite its limited application to only two subprocesses? _____ (Yes/No)

2. [Follow-on to #1 above] Ever since subprocesses performance stabilized a few months ago, the organization has been employing root cause analysis to evaluate all data points that are more than two standard deviations from the mean, and this is their only use of root cause analysis.
Does this organizational practice support their claim that they are exhibiting maturity level 5 behavior?
_____ (Yes/No)

3. [Stand-alone question] In the Introductory Notes, both CAR and OID indicate, "The informative material in this process area is written with the assumption that the specific practices are applied to a quantitatively managed process. The specific practices of this process area may be applicable, but with reduced value, if the assumption is not met."
In your opinion, can a ML2 or ML3 organization achieve CL3 in OID and/or CAR if they do not have any quantitatively managed processes? _____ (Yes/No)
